Known Issue:
When you attempt to send a Confirmation Email to an individual registrant using the "Resend Confirmation" link on the Attendee Info window, then the email will not be sent unless Confirmation Emails are enabled for the event on the Emails tab.
Workaround:
Enable Confirmation Emails on the Emails tab of the Event Builder, then attempt to "Resend the Confirmation" to the registrant.
